Regulations

(Establishment)

Article 1

The cities of Mito (Ibaraki Prefecture), Ashikaga (Ibaraki Prefecture), Bizen (Okayama Prefecture), and Hita (Oita Prefecture), for the purpose of effective mutual liaison and coordination aimed at having the educational heritage of Japan inscribed on the World Heritage List and with the intent of implementing unified measures to that end, do hereby establish the World Heritage Inscription Council for the Early Modern Japanese Educational Sites (“the Council”).

(Matters Under the Jurisdiction of the Council)

Article 2

The council shall hold jurisdiction over the following matters.
(1)Matters pertaining to investigations and research of educational heritage sites
(2)Matters pertaining to public awareness that make use of educational heritage sites
(3)Any other matters deemed necessary by the council

(Organization)

Article 3

The Council shall consist of a chairperson, vice chairpersons, and councilmembers.
2 The chairperson shall be the mayor of the City of Mito.
3 The vice chairpersons shall be the mayors of the cities of Ashikaga, Bizen, and Hita.
4 The councilmembers shall be those listed in Appended Table 1.

(Chairperson and Vice Chairpersons)

Article 4

The chairperson shall preside over the work of the Council.
2 The vice chairperson shall assist the chairperson, and the vice chairperson whom the chairperson designates in advance will act as proxy in handling the duties of the chairperson if the chairperson is unable to attend to them or if the position becomes vacant.

(Meetings)

Article 5

The chairperson shall convene meetings of the Council (“Meetings”) and preside over them.
2 Should it be deemed necessary, the presence of the relevant parties may be requested in order to provide explanations or hear opinions at a Meeting.

(Arbitrary Decisions)

Article 6

Should the chairperson deem it difficult to convene the Council for matters stipulated in Article 2, particularly those that require urgency, the chairperson shall be permitted to make arbitrary decisions regarding those matters.
2 Should the chairperson make an arbitrary decision per the stipulations in the previous paragraph, the chairperson must report them at the next Meeting and obtain approval.

(Expert Committees)

Article 7

The Council shall establish expert committees to conduct specialized investigations and research.
2 Expert committees shall consist of a committee chairperson and committee members.
3 The committee chairperson shall be elected by mutual vote of the committee members.
4 The committee members shall be those listed in Appended Table 2.
5 Expert committees shall be run in accordance with the stipulations in Article 5.

(Executive Committee)

Article 8

The Council shall establish an Executive Committee to discuss and/or coordinate matters which must be put before the Meeting.
2 The Executive Committee shall consist of a director, assistant director, and executive committee members.
3 The director, assistant director, and executive committee members shall be those listed in Appended Table 3.
4 The Executive Committee shall be run in accordance with the stipulations in Article 5.

(Secretariat)

Article 9

The Mito Municipal Board of Education shall serve as secretariat of the Council.
2 The chairperson shall separately determine matters that must be handled by the secretariat.

(Financial Affairs)

Article 10

The expenses necessary for the operation of the Council shall be borne by the constituent municipalities.
2 The fiscal year for the Council shall be the fiscal year of the local government agencies.
3 The chairperson must prepare the budget each fiscal year and obtain approval from the Council.
4 The chairperson shall be responsible for Council accounting.
5 The chairperson must prepare a settlement of accounts at the conclusion of each fiscal year, and report it to the Meeting after submitting it for audit.
6 Any required financial stipulations for the Council not indicated above shall be determined at the Meeting.

(Audit)

Article 11

Audits of Council accounting shall be conducted by municipal account management officers in Ashikaga, Bizen, and Hita.

(Dissolution of the Council)

Article 12

Should the Council be dissolved, its revenues and expenditures shall cease on the day of dissolution and the chairperson shall settle the accounts.

(Supplementary Provisions)

Article 13

The chairperson shall separately determine any required stipulations not indicated in these statutes.

Supplementary Provision

These statutes shall go into effect on November 18, 2012.

These statutes shall go into effect on May 21, 2013.

Supplementary Provision

These statutes shall go into effect on May 31, 2015.

Supplementary Provision

These statutes shall go into effect on May 27, 2017.
